Welcome:
The meeting was called to order at 3:34 p.m.
Chair David Grebel welcomed guests and reviewed the agenda.
Grebel introduced Chancellor Boschini and Vice Chancellor Mills.
Minutes:
The May minutes were approved.
Chancellor’s
Remarks: Chancellor
Boschini expressed his gratitude for “having me here” and said that he was
still looking for Krogers. He asked
representatives to introduce themselves and tell him where they work. He invited e-mails or calls if ever he could help.
Discussion
of Proposed Parking Rates: Vice
Chancellor Mills gave a brief presentation on the parking rate increase.
Several issues were considered when making the decision to increase
rates, including the need to reduce reserved spaces.
He noted that TCU is the only school known to allow reserved parking for
any employee. Mills acknowledged
the process of communicating the decision should have been handled differently.
He also indicated that we have not yet determined the best way to respond
to parking problems at TCU: surface
parking lots, garages, shuttles, monorails, etc.
Mills said the following parking projects are targeted for this summer:
After
the last third of the re-shoring project is complete, the current
construction management location at Bowie and Waits will be turned into
parking with 45 spaces.
The
lot across from the Bailey Building will be paved.
Fifteen
spaces will be added at the corner of Lubbock and Lowden.
The
quad lot will be re-surfaced.
Re-zoning
issues with the City are pending.
Mills
said the cost of surface parking is approximately $1,500 per space while garage
parking is $10,000 per space. He
indicated the fee increases for staff parking will generate $40,000 for next
year’s budget.
Representatives
commented on the announcement process, the appearance of eroding benefits, and
the lack of input during the decision process.
The motion was approved to send this message to Chancellor Boschini:
“The Staff Assembly goes on record opposing the proposed parking
rate increases for the 2003 - 2004 fiscal year.”
